Cari amici, colleghi e concittadini,

E’ con grande amarezza che mi accingo a scrivere queste righe, ma ormai da troppo tempo sento il bisogno di togliermi questo peso di dosso. I toni di questa lettera saranno a tratti accesi e taglienti, e mi scuso in anticipo con qualsiasi individuo che si senta offeso nella persona, poiché il mio obbiettivo, almeno in parte, é bensí una critica delle loro azioni. Vi prego di leggere fino in fondo e di tentare di capire il mio punto di vista, benché non mi aspetto una condivisione universale.

Con questa premessa, dichiaro ufficialmente che, oggi, 31 Ottobre 2011, alle ore 21:03, io, Heinrich Schneider, rassegno ufficialmente le mie dimissioni in quanto Ministro della Pubblica Istruzione e dell’ Università. Inoltre, rassengo ufficialmente le mie dimissioni in quanto Parlamentare per il Partito Nazionale St.Charliano ed in quanto Vice-Segretario del Partito Nazionale St.Charliano; suggerendo Patryk Bronisz come mio successore per entrambi i ruoli. Rinuncio infine a qualsiasi candidatura per la Presidenza o la Vice-Presidenza del Consiglio dei Ministri per l’anno 2012 per il Partito Nazionale St.Charliano.

Le ragioni che mi hanno portato a questa ardua e sofferta decisione sono molteplici; alcune hanno le radici nelle elezioni tenute quasi un anno fa, mentre altre sono piú recenti. In ogni caso, mi duole confessare che non ho piú la forza di fare buon viso a cattivo giocho.

Fin dal Gennaio 2011, quando mi fu chiaro che le elezioni appena svoltesi non erano state del tutto regolari, cominció dentro di me un conflitto tra senso del dovere e dello stato e le mie convizioni personali di onestá, giustizia e democrazia.

Il primo colpo fu la dura ed offensiva recezione, da parte del Partito Socialista, del mio rapporto sulle irregolaritá accadute a District Nord. Ho giá trattato a lungo questo soggetto, e non ho intenzione di riaprire questo capitolo, se non per constatare come il clima che tale recezione creó mi mise a disagio con la politica St.Charliana.

Quando poi, con mesi di ritardi, vennero finalmente pubblicate le conclusioni della Commissione Elettorale Parlamentare composta da me medesimo, il Sig. Alvisi ed il Sig. Reinhardt, fui convinto che la macchia che aveva sporcato la nostra democrazia sarebbe stata velocemente eliminita. Ahimé quale ingenuitá! Dei famigerati moduli di cittadinanza neanche l’ombra, per non parlare dei riconteggi, attuati solamente a Greater Ridgeway sotto mia iniziativa.

Mi spiace dirlo, ma nella mia umile opinione, durante le elezioni 2011, abbiamo assistito ad un chiaro episodio di cammellaggio, uno scempio elettorale. Una ventina di cittadini reclutati, sembrerebbe, con il solo scopo di votare Socialista, considerando la loro totale inattivitá ed assenza da qualsiasi altro coinvolgimento nella vita St.Charliana. Non solo, mi fu pure confessato dal Sig. de Armis, quando gli inviai le schedine cartacee per il voto, che i sopracitati cittadini gli avrebbero riso in faccia se gliele avesse consegnate, e che avrebbero invece votato in maniera piú informale, a questo punto. Quale cittadino trova il processo democratico fondante del nostro paese patetico?

Lo dico senza mezzi termini, ero e sono disgustato da un esecutivo e da un parlamento che di fronte a tali avvenimenti non ha alzato un dito e non ha prestato la minima attenzione. Alla fine, bisogna dirlo, qualcosa fu fatto. Un’ acrobazia politica sopraffina, un provvedimento ad personam (o meglio, ad personas) degna del tanto odiato Silvio. Un emendamento costituzionale che aboliva il limite temporale per votare e lo sostituiva con un etá minima, misura poi introdotta invece nel Codice Penale. Ottima sostanza, niente da ridire, tranne per quel piccolo articolo che ne sanciva la retroattivitá, che autorizzava le irregolaritá avvenute e perdonava il menefreghismo di un intera classe politica.

E le irregolaritá c’erano, non sono in dubbio, sia chiaro. L’articolo 4.1.1 della Costituzione parlava chiaro: solo chi era cittadino da piú di 180 giorni era autorizzato a votare. I cittadini elencati dalla Commissione Elettorale Parlamentare non lo erano. Il risultato dell’ elezione era ed é invalido, ed il parlamento ed il governo che ne risultarono erano e sono inconstituzionali.

Dopo mesi di attesa ed un risultato cosí bruciante, pensai per la prima volta alle dimissioni. Non potevo accettare di essere parte di due organi contrari alla nostra legge fondante. Il senso del dovere, la consapevolezza che se non avessi portato avanti io la riforma dell’ istruzione non lo avrebbe certamente fatto nessun altro, considerata la scandalosa inattivitá legislativa del governo, mi impose di restare.

La famosa goccia che ha fatto traboccare il mio pienissimo vaso é stata duplice. In primis, il fatto che ad un giorno dall’inizio della campagna elettorale, ancora non é stato portato a termine il processo di rimozione dei cittadini inattivi. Non solo, l’emendamento costituzionale necessario non é neanche stato passato! La seconda ragione é la assoluta e totale mancanza di commento ed interesse da parte di un singolo membro del governo riguardo ad un importante disegno di legge da me presentato il 25 Settembre che avrebbe istituito i Decreti Ministeriali e di conseguenza mi avrebbe permesso di pubblicare la riforma dell’ Istruzione a cui avevo lavorato durante l’estate.

La prospettiva di affrontare una seconda elezione che includerebbe cittadini che non hanno alcun interesse e desiderio di partecipare nella nostra nazione mi rivolta lo stomaco. Allo stesso modo, quando la scandalosa inattivitá governativa mi impedisce di svolgere il mio lavoro di ministro, mi é chiaro che non posso piú continuare.

É vero, anche io ho ridotto in maniera considerevole la mia attivitá nel 2011, in particolar modo poiché stavo affrontando l’ultimo anno del liceo, che avrebbe determinato la mia universitá ed il mio futuro. Ma ho comunque trovato il modo di partecipare a tutte le discussioni piú importanti; e spero proprio che non ci si aspetti che il ministro della Pubblica Istruzione e dell’ Universitá porti avanti l’ azione del governo. Quello é un compito del Primo Ministro, che in questo caso ha chiaramente fallito.

Arrivo dunque quindi alla conclusione di questa lettera, e mi dispiace se qualcuno si sente ferito ed offeso, ma chi mi conosce sa bene che preferisco essere diretto ed onesto. Per troppo tempo ho ingoiato bocconi amari che si scontravano con i miei valori e che hanno rovinato la reputazione del nostro paese come una delle migliori democrazie micronazionali, se non la migliore in assoluto. Chiedo gentilmente di non essere considerato né come un potenziale ministro né come un potenziale parlamentare nella prossima legislatura.
Intendo ritirarmi dalla vita politica di prima linea fino a quando i problemi esposti sopra non verrano risolti, e rimanere piuttosto come giornalista e commentatore.

Ringrazio tutti quelli che mi hanno aiutato e che mi sono stati amici in questi due anni di governo, e auguro il meglio al nostro Paese.

Dear friends, colleagues and fellow citizens,

It is with great bitterness that I take it upon myself to write to you today, but for too much time already I have felt the need to free myself of a weight that has been pressing on my chest. The tone of this letter may at times be high pitched and scathing, and I apologize in advance to whoever may feel offended on a personal level, as my objective, at least in part, is instead a critique of their actions. I ask you to read this letter till the end and to attempt to understand my point of view, although I do not expect its universal acceptance.

With this premise, I officially declare that, today, October 31st 2011, at 9:03pm, I, Heinrich Schneider, resign from my position of Minister of Education and University. Furthermore, I also resign from my position as Vice-Secretary of the National Party of St.Charlie and as Member of Parliament for the National Party of St.Charlie; suggesting Patryk Bronisz as my successor for both roles. Finally, I also forego any nomination as Prime Minister or Vice-Prime Minister candidate for the National Party of St.Charlie for the year 2012.

The reasons that have brought me to this difficult and hard choice are numerous; some stem from the elections held almost a year ago, while others are more recent. In any case, I must admit that I can no longer remain indifferent to my feelings.

Since January 2011, when it was clear to me that the elections that had just taken place had not been completely regular, a conflict started within me, pitching my sense of duty and of state against my personal convictions of honesty, justice and democracy.

The first blow was the harsh and offensive response, by part of the Socialist Party, to my inquiry in the irregularities which had taken place in the constituency of District North. I have already spent considerable time discussing this issue, and have no intention to drag it up again, if not to state that the climate that such a response created made me quite uncomfortable with the St.Charlian political scenario.

When, after months of delays, the conclusions of the Parliamentary Electoral Commission composed by myself, Mr. Alvisi and Mr. Reinhardt were finally published, I was convinced that the dark stain that had soiled our democracy would be swiftly cleansed. Oh what naiveté! Of the famous citizenship forms not a sign, and neither of the recounts, which only took place in Greater Ridgeway, under my own personal supervision and initiative.

I hate to say this, but in my humble opinion, during the 2011 elections, we have witnessed a clear episode of “cammellaggio”, an electoral scam. Twenty people recruited, it would seem, with the only objective of voting for the Socialist Party, considering their total inactivity and absence from any other involvement with St.Charlie. Furthermore, Mr. de Armis himself confessed to me, after I had sent him the ballot papers for the elections, that had he tried to make these people use them, they would have laughed in his face, and that a more informal vote would take place. What citizen derides and finds the founding democratic process of our nation pathetic?

I can be honest with you, I was and am disgusted by an executive and a parliament that when faced with this situation did not move a finger and did not pay the least attention to it. In the end, something was done, I must admit. A masterly political acrobatic feat, an ad personam (or rather ad personas) measure worthy of the much hated Silvio [Berlusconi]. A constitutional amendment that abolished the temporal limit to vote and substituted it with a minimum age, a measure finally introduced in the Penal Code. Excellent idea, nothing to object, a part from that little section that made it retroactive, that authorized the irregularities that had taken placed and that forgave the “so-what" attitude of an entire political class.

Because irregularities were present, they are not in doubt, let this be clear. Article 4.1.1 of the Constitution spoke clearly: only those who had been citizens for more than 180 days were allowed to vote. The citizens named by the Parliamentary Electoral Commission weren’t. The result of the election was and is invalid and the parliament and government that resulted from it were and are unconstitutional.

After months of wait and such a disappointing conclusion, I thought for the first time of resigning. I could not accept to be part of two administrative bodies that were in conflict with our most basic law. My sense of duty, the knowledge that if I didn’t carry out the education and university reform, no-one else certainly would, considering the scandalous legislative inactivity of the government, forced to stay on.

The famous last straw was in fact two-faced. Firstly, the fact that only one day before the start of the electoral campaign, the process of removing inactive citizens still has not been completed. In fact, the constitutional amendment necessary for such a process has not even been passed by Parliament! The second reason is the absolute and total lack of comment and interest by a single member of the government concerning a bill I presented to the Parliament of September 25th that would have created Ministerial Decrees and consequently would have permitted me to publish the education reform I had been working on during the summer.

The thought of having to take part for the second time in an election that would include citizens that have no interest or desire in participating in our nation simply disgusts me. At the same time, when the outrageous government inactivity prevents me from carrying out my work as minister, it is clear to me that I cannot possibly continue.

It is true, I too have reduced my activity significantly in 2011, in particular because I has in the middle of my final year of high school, which would determine my university and my future. I still however found the time to take part in all major discussions; and I sincerely hope that no-one expects the Minister for Education and University to carry government action forward. That is a task for the Prime Minister, and one of the many at which he has utterly failed.

I come then to the conclusion of this letter, and I apologized if anyone feels hurt or offended, but all who know me well know that I prefer to be direct and honest. For too long I have swallowed bitter pills that went against my moral values and have soiled the reputation of our country as one of the best democracies, if not the best democracy, in the micronationalism. I therefore kindly ask for me not to be considered as a potential minister or Member of Parliament for the next legislature. I intend to retire from frontline St.Charlian politics until the issues I have exposed in this letter are addressed and resolved, and would prefer to stay on as a journalist and commentator.

I thank all those who have helped me and whom I have shared friendship with in these two years in government, and I wish all the best to our Country.

La mia risposta sarà breve.
Concordo pienamente con quanto detto da Schneider nel so comunicato, e non posso che comprendere la sua rabbia per l'inattività del mio governo su una questione importante qual'è quella sui brogli elettorali.
Non tenterò dunque neppure di difendermi, poichè cercare scuse, magari agitando il fantasma di una commissione elettorale non valida, mi sembra infantile e meramente provocatorio. Mi assumo tutte le mie colpe.

Detto questo, la conseguenza più logica per chi arriva a queste conclusioni sarebbero le dimissioni; non nascondo di aver più volte pensato di ritirarmi, per la vergogna di aver esposto la nostra Repubblica ai giudizi di chi ci osserva e per rimediare agli errori che ho consciamente compiuto.
In definitiva, però, con le elezioni ormai alle porte, mi sembrava una scelta tanto spregiudicata quanto inutile. Ed è per questo che, alle prossime elezioni, ho autonomamente deciso che non presenterò la mia candidatura come Primo Ministro.

In via provvisoria, per supplire al vuoto istituzionale creato dalle dimissione del Ministro Schneider, nomino Fabiana Gallo della Loggia come nuova garante del dicastero.

To be honest, it wasn't surprise for me. I knowed that someone might feel disgusted and make such a decision. I was also thinking about it, as I said few months ago to you, but that's not important.

Anyway, it does make me sad. As we all can see, St.Charlie 'stopped working'. It's my fault, I'm terrible minister and i know about it (and i don't have nothing defending me). It's also your fault and everyone inside STC.

Time for reflexions? :suso:
