Provision relating Federations, Territories and Commonwealth

Preamble:
Approving this law will result in the complete abrogation of the "Schneider Bill" of 2010/5/13 concerning the admittance process to the Federal Republic and the complete abrogation of the "Schneider Bill" of 2011/2/24 about arrangements revising the already quoted law of 2010/5/13
Art. 1
Abolition of the previous laws does not imply the dismantlement of the St.Charlian Commonwealth, whose guide lines are established by 2010/9/7 Reinhardt-Schneider law and the Commonwealth Constitution ratified in 2012.
Art. 2
[1] Foreign micronations cannot anymore request a direct application as Federation to the Federal Republic.
[2] New Federations can be established only if there is a minimum population of 15 St.Charlian citizens asking to claim a plot of land (actually possessed by a St.Charlian citizen) as St.Charlian.
[3] The request must anyway be analyzed by a Commission made up by the Prime Minister, the First ambassador, the Minister of Home Affairs and the SCAF Chief of Staff; if commission agrees, the General Assembly has to decide if the new territory can be joined to an existing Federation where possible, or to state the creation of a new federation by changing properly the Constitution Article 86.
[4] The minimum population of 15 St.Charlian citizen is not applied to the already existing federations.
Art. 3
[1] The Territories are uninhabited claims of the Federal Republic.
[2] If these territories are actually inhabited by St.Charlians, the General Assembly must decide if the new territory can be joined to an existing Federation where possible, or to state the creation of a new federation by changing properly the Constitution Article 86.
Art. 4
The Territories of the Federal Republic are: Cascia del Pinzanello and Atlean Antartica
Art. 5
The Federal Republic renounces the Territory of White Mountain in California and decrees that the claims has to be returned to the United Stated of America.
Art. 6
All the pending applications as Federation have to be considered rejected.
