[ITA] PROGRAMMA ELETTORALE DEL NUOVO PARTITO SOCIALISTA 2014
EDUCAZIONE ED UNIVERSITA'
Su questo fronte abbiamo fatto molto, ma c'è molto più ancora da fare. Siamo arrivati al governo con un'università poco attiva ed un numero di facoltà e laureati scarsi. Dopo pochi mesi abbiamo organizzato anche una seconda università, raddoppiando i corsi, triplicato i laureati, aggiornato la legislazione al riguardo, trovato compromessi e collaborazioni tra rettori, creato lauree cartacee e molto altro. Insomma noi socialisti ci siamo dati dentro, ma puntiamo più in alto ancora. Vogliamo una completa sinergia tra l'Istituto St. Charliano e le istituzioni universitarie, offrendo corsi "faccia a faccia" nel mondo e formando non solo cittadini st. charliani, ma diffondendo la nostra cultura, storia e tradizione anche agli altri. Vogliamo organizzare il lavoro in modo meritocratico, rendendo obbligatorie alcune certificazioni per alcuni lavori ed impieghi di spicco, per accertare a tutti dei servizi di qualità.
SPORT E RICERCA
Quest'anno per la prima volta ci sono state delle competizioni sportive, più precisamente di scacchi, oltre ad un'organizzazione concreta riguardante il calcio. Questi sono segnali forti che la cittadinanza vuole ed esige maggiore partecipazione della Repubblica e delle istituzioni su questi temi unificanti tra i cittadini. Vogliamo, come sempre, puntare più in alto ancora e già ora stiamo lavorando sull'organizzazione di alcune olimpiadi che riprendano vari settori sportivi. E poi c'è la ricerca, un settore dove nessuno si è mai addentrato ma dove noi vogliamo andare. C'è da sviluppare in questo settore di tutto. Abbiamo persone interessate in vari campi del sapere, dai campi scientifici a quelli sociali, da quelli giuridici a quelli letterari. Ebbene non c'è niente che ci impedisca di non sfruttare l'occasione di poter collaborare con altre menti pensanti per sviluppare teorie, hobby o anche semplici giochi, ma il tutto con in mente una parola fondamentale "nuovo". Infatti la novità non dobbiamo sempre aspettare che venga dall'esterno, ma è nostro compito dare stimoli affinchè si sviluppi all'interno di St. Charlie.
DIFESA E SICUREZZA
Ovviamente il nostro impegno non ha potuto esentare anche il settore riguardante la nostra sicurezza e l'organizzazione delle forze armate. Anche qui, abbiamo aggiornato la legislazione, modellato la gerarchia e la struttura per renderla più verticale, semplice ed efficace. Un impegno concreto è quello di attivare la SCAF non solo in ambiti riguardanti la difesa, ma anche nel servizio civile, offrendo aiuto concreto ai cittadini ed alla comunità. E' poco seria inoltre, una forza di difesa per nulla collegata, senza strutture chiare e palesi, senza modalità di comunicazione o piani di risposta rapida ad ogni tipo di emergenza. C'è da create un piano a livello di federazione e federale di risposta a ogni tipo di problema ed incentivare la cittadinanza ad una collaborazione concreta.
ECONOMIA E SVILUPPO
Il nostro governo è stato quello che più ha fatto, collaborando con tutti, riguardo l'economia. Per la prima volta abbiamo un piano concreto, ma sopratutto, sappiamo da che parte dirigerci per sviluppare questo settore che può creare enormi benefici alla Repubblica Federale. Abbiamo formato e riformato le strutture e le istituzioni per avere uno sviluppo economico, in modo che si traducesse in scambio non solo di cose, ma di idee e di persone. Dobbiamo continuare per questa strada, specialmente ora che siamo vicini più che mai alla partenza del sistema economico nazionale.
INTERNI E BUROCRAZIA
Un settore spesso sottovalutato, ma di cui tutti si lamentano e a cui mancavano le fondamenta. Ora abbiamo le fondamenta, gli uffici, i collegamenti tra istituzioni e cittadini, rapidità, chiarezza, trasparenza e sicurezza, grazie alle innumerevoli riforme che abbiamo intrapreso in questo ambito. Abbiamo lavorato molto per creare servizi ai cittadini, tramite svariate idee concretizzate, tra le più evidenti sono le carte di identità, i codici di cittadinanza per elezioni più trasparenti, regolazione sui documenti, riforma elettorale, pubblicazione dei propri MPs, siti istituzionali... Insomma abbiamo lavorato molto e dal primo giorno. Ma è inutile prenderci in giro, siamo all'inizio e speriamo che i cittadini ci daranno la possibilità di continuare a lavorare in questa direzione, per loro, per rendere la democrazia più diretta e vicina ai cittadini, ed ovviamente, più funzionale.
GIUSTIZIA E DIRITTI
Diritti, molti e per tutti. Questo è un tratto fondante di noi socialisti che incanaliamo verso proposte concrete, per una giustizia che attualmente non è istituzionalizzata in modo consono. Non abbiamo istituzioni che vanno dal Ministero della Giustizia in giù, per avvicinare i cittadini ai loro diritti e doveri. Non c'è vera democrazia se non c'è giustizia. Dobbiamo continuare a rendere giustizia e garantire diritti per tutti. Dobbiamo focalizzarci su questo tema basilare che riguarda tutti noi in prima persona.
ESTERI E COLLABORAZIONI
La politica estera per una grande micronazione come St. Charlie è un punto nevralgico e lo sappiamo. E proprio siccome lo sappiamo che abbiamo deciso di non guardare le affiliazioni politiche per decidere il nuovo vertice del Consiglio Ambasciatoriale, ma solo le competenze e l'esperienza. L’eterogeneità ci caratterizza ed abbiamo sempre voluto collaborare con tutti. Abbiamo partecipato a decisioni importanti in ambito intermicronazionale anche tramite organizzazioni con all'interno molti interlocutori. Proprio per via della molteplicità di interlocutori è nostra intenzione concentrarci e focalizzare il nostro lavoro su un numero più ristretto di micronazioni più affini con noi e che possano portare reali miglioramenti tramite gli scambi tra micronazioni.

EDUCATION AND UNIVERSITY
On this front, we have done a lot, but there is much more to be done. We arrived at the government with an inactive university and a scarce number of faculties and graduate. After a few months, we have organized also a second university, doubling the courses, tripled the graduates, updated the legislation on the matter, found compromises and collaborations between rectors, created printed and real graduations and much more. So we have done a lot, but we still aim higher. We want a complete synergy between the St. Charlian Institute and institutions of higher education, offering “face to face” courses in the world and forming not only st. charlian citizens, but spreading our culture, history and tradition to others. We want to organize the work with a meritocratic method, making some certifications required for some jobs and important roles, to ensure quality services.
SPORT AND RESEARCH
This year for the first time there have been sporting competitions, more precisely of chess, as well as an actual organization for football. These are strong signs that the citizens wants and requires greater participation of the Republic and of the institutions on these unifying events among citizens. We, as always, aim higher and already now we are working on the organization of the Olympic Games that will regain some various sports sectors. And then there's the research, an area where no one has ever gone into but where we want to go. There is everything to be developed. We have people interested in various fields of knowledge, from scientific fields to the social, literary than legal ones. Well there's nothing that stop us from have the opportunity to collaborate with other thinking minds to develop theories, hobbies or even simple games, but all with one fundamental word in mind: "new". In fact, the new things should not always be expect to come from outside, but it is our job to give incentives for developments within St. Charlie .
DEFENCE AND SECURITY
Of course, our commitment has not been able to exempt this sector about our safety and the organization of the armed forces . Even here, we have updated the legislation, modeled the hierarchy and structure to make it more vertical, simple and effective. A real commitment is to activate the SCAF not only in areas related to defense, but also in the civil service, offering concrete help to the citizens and the community. It’s also a little serious, have a defense force for which is not connected and without a clear and obvious structure, without means of communication or rapid response plans for any type of emergency. It is our intention to create a plan at the federal and federative level in response to any kind of problem and encourage citizenship to a concrete collaboration.
ECONOMY AND DEVELOPMENT
Our government was the one that did the most, working with everyone about the economy. For the first time we have a concrete plan, but above all, we know where to direct us to develop this sector that can create enormous benefits to the Federal Republic. We have formed and reformed structures and institutions for economic development, so that it would result in the exchange not only of things but of ideas and people. We must continue on this road, especially now, more than ever, that we are close to the start of the national economic system.
HOME AFFAIRS AND BUREAUCRACY
One area often underestimated, but of which all complains and to which lacked foundation. We now have the foundation, the offices, the links between institutions and citizens, speed, clear, transparent and secure, thanks to the many reforms we have undertaken in this area. We worked hard to create services to citizens through a variety of ideas, the most obvious sign of it are the identity cards, the citizenship code for more transparent and regulated elections, electoral reform, the publication of the MPs, institutional websites... So we worked a lot and from the first day . But let’s be serious, we are at the beginning and we hope that people will give us the opportunity to continue working in this direction, for them, to make democracy more direct and closer to its citizens, and of course, more functional.
JUSTICE AND RIGHTS
Rights, many and for all. This is a defining trait of us socialists that we channel into concrete proposals for a justice system that is not currently institutionalized in a consonant manner. We do not have institutions that go down from the Ministry of Justice, to bring citizens closer to their rights and duties. There is no real democracy if there is no justice. We must continue to ensure justice and rights for all. We need to focus on this basic theme that affects all of us in first person.
FOREIGN AFFAIRS AND COLLABORATIONS
The foreign policy for a great micronation as St. Charlie is a focal point and we know it. And since we know it, we have decided not to look at the political affiliations to decide the new First Ambassador, but only the skills and experience. The heterogeneity characterizes us and we have always wanted to work with everyone. We have participated to important decisions in the intermicronational field also through organizations with many interlocutors. Precisely because of the broad range of interlocutors we intend to concentrate and focus our work on a smaller number of micronations more akin to us and that can bring real improvements through exchanges between micronations.
